ZIL is aiming to be able to do all three and we will see if they can actually pull it off. Mainnet is scheduled for 1/31/2019.
The implications are all the dapps that ETH currently can't run would be able to be run and monetized on ZIL. That's the hope anyway.
I may be talking out of my ass here so take it for what it's worth which may be very little
