Bitfinex raised a billion dollars (much of it funds from criminals) for their IEO and then used the funds to buy bitcoin.

Also bitfinex is still printing hundreds of millions of dollars of tether and using the tethers to buy bitcoin.

A study released last year that each dollar used to buy couns pumps the market cap of such coin by $20-$40.

What confuses me is why this hasn’t all fallen apart yet ; there is a lawsuit against bitfinex but the enforcement otherwise is still lax, so people think they can get away with this I guess

Because "regulators" are in awe of their betters and for that reason, among others, are almost uniformly ineffective. See: https://en.wikipedia.org/wiki/Regulatory_capture

Hard to blame them given some of the phenoypes involved in finance, well Private Equity at least.

Isn’t regulatory capture involve larger institutions where the regulators can go work for those companies after ? Bitfinex is utterly fraud and it’s not big in terms of financial institutions

Bitfinex is free-riding off of the system/norms established by the finance community at large. Financial regulators don't have the motivation to just single out bad actors who happened to be Chinamen. They've never gone after anyone, ever, and don't even know how. Most of their existence is to assure that basic shit happens like a broker not Stealing your money. There's also stuff that's easy to verify like banks having "liquidity requirements." There's also various "Forms" that need to be filed which, if not filed, mean you are In Trouble. Going after bitfinex, a Hong Kong corporation incorporated in the Cayman Islands, opens them up to criticism for not going after similar concerns with more lobbying dollars/phenotypes behind them.
