Serious question about CA high speed rail

Doesn’t that diminish the supposed emissions reductions from everyone taking the train/wouldn’t it clog the streets up with just as many Ubers/rental cars as if these people had driven their own cars? I just have a hard time believing some shithead is going to take an expensive ass train from Merced to Bakersfield, and then be pleased to spring for a ton of Ubers or a rental car. But not sure that’s true about many of the cities that will be served by HSR in CA. (Lol - they will never actually be served, because it will never be finished).
