but id guess the primary reason is an item that will require protracted direct negotiation that would be impractical for the SoS to directly participate in
requires someone of a certain stature or authority that the other parties know represents the actual views of the President, ie not a third level career or an appointee who may have never met him
and then personal skill, knowledge and relationships probably all part of the mix
