Ok Port of New Orleans has upgraded and can take in big cargo ships now:

However, the ship in that article is still about 25% smaller than neo-Panamax dimensions, meaning the Panama Canal can still handle bigger cargo ships than Port of New Orleans. Port of Baltimore can handle those ships no problem, but anywhere south of Baltimore I think it may be a problem
