'natality' (ie, 'propensity to have kids') is an inherited trait to some degree. over time, people with a higher natality index will come to predominate the breeding pool, which will cause births to increase.
it would be a huge and potentially unrecoverable error to import foreigners in an attempt to 'fix' this temporary issue. |
