Should I pay CALIFORNIA TAX?

So if I don't pay 1099 tax now, will they go after me the same way as if I don't pay my federal irs tax? In that case its better for me to just file the tax now and at least claim about 50k in expense deductions. BTW I plan to quit that job in June. It was like an extra $40 to file w/ turbotax and i didnt bother I even cashed out my CA state pension. Why should I pay if all the "undocumented" don't.
