But they allow one UG transfer as a matter of right. That's because they got a billion "requests" and had to approve them and it was a fucking clown show of trying to create random reasons to appease some bureaucrats. But now the system is basically, you can jump quickly at any time even super early (grad transfer means you had to take some time), and it's fucking insane.
